_Dom Perignon champagne and other alcoholic beverages in San Antonio.
"Our forensic audit and investigative work showed that improper and potentially fraudulent payments occurred mainly because FEMA did not validate the identity of the registrant, the physical location of the damaged address, and ownership and occupancy of all registrants at the time of registration," GAO officials said.

I work in finance at a financing company and I see fraud cases all the time (you wouldn't believe the stories)... I know that there will always be people who take advantage. The sad part about this story for me is that FEMA was stupid enough to have no checks & balances in place. i.e. they sent money to post office boxes, sent money to multiple names at the same addresses, didn't double check addresses of homes that people stated they lived at, didn't cross reference with any databases which allowed people to use prison inmate names and get multiple cheques, etc. So stupid!

Well technically "Girls Gone Wild" are filmed in New Orleans... just supporting their industry.

they should have given out something similar to the lone star card. you can only buy groceries and necessities with that, kind of like food stamps.
