Those are harder to fix because you'd have to split the audio clip in many places because it's a gradual stretch of silent audio which keeps pushing the video and audio further apart from being synchronized.
As for an application, you'd be better suited to ask someone else, but I'd recommend some Adobe ones.

I typically use Adobe Audition for that type of problem, and just stretch or compress the audio until it lines up properly. If you do have silence often enough in the recording, it would be better to manually go through and delete excess silence during the silent parts so that it stays in sync throughout.
tmpgenc can usually be used to seperate the audio from the video, and then recombine them when you're done, but while you're working with the sound trying to get them line up it might be better to use some other program that can play the audio and video together without having to merge them into one file first.

Well that's a worse scenario then, because if your audio is speeding up it means the sound is getting closer and closer together which is harder to cut and place more accurately, if it was randomly inserting too much silence between audio parts you can often just size the audio to match the video and then they will match up. This isn't always the case because it can add random amounts of silence into different places, so it might still not match up if you make the lengths of both tracks match. The more silence you have the easier it is to work with because if your audio is too long, (slower or following the picture it's easier to match up different parts of the audio then lock it in place. However if the audio is speeding up and taking away your silent parts you come close to having your audio overlap itself (there's a 99% chance it won't do that) but it will push out almost all of your silent sections and fill that with audio, then your audio will be way ahead of your picture. That's when the audio becomes tedious to cut because it's hard to move audio without cutting into other sounds.

in this case, it doesn't matter what player you play your file in. the codecs are what matter. usually it's a good idea to have a few. like i said, i have divx, xvid, and ffdshow, so those are the ones i'll give you the links to. you already have divx, so here are the rest...
