Depending on the template you use, some options aren't available.

actually any lj style can have a background and change the comments .. all free accounts have that option so it's for everyone

just copy and paste the correct code into your lj override .. i love doing that kind of stuff so if anyone needs help let me know

You know, one day I go to check my LJ and everything looked shitty. My links disappeared, the format of my page changed, and my background picture went away. I was pissed, and I still haven't changed it.
I faced death. I went in with my arms swinging. But I heard my own breath and had to face that I'm still living. I'm still flesh. I hold on to awful feelings. I'm not dead... My chest still draws breath. I hold it. I'm buoyant. There's no end.

Only if you use the old system.

Yeah. You can choose Old System (S1) or New System (S2) when setting it up. You can change later, too.

The old system's a pain because you have to get the colour codes elsewhere. I used the new system so I could pick my colours there. I don't really mind the comment thing, and the other missing options are fine.

The background can be done on my template (tabular indent), but I don't know about others.

I prefer the old system .. to me it's just more user friendly and not as plain .. I love all the color options

The old system is if you want to do alot of customizing. If you have refried paper, I don't think you can get very much to change.
