Not unless that video-playing program has a capture ability in itself.

I have DVDPlay on my computer, which can take 720x540 screenshots from DVDs, but unfortunately I don't know any programs that can take captures of MPEGs, AVIs, MOVs, or other video files.

It works on some video files. I've been able to capture most mpegs, unless they're SVCD (umm... really big). Give "Print Screen" a shot, it might work.
