I guess this means that Faninagen can no longer download olpness at a uber speed.

Actually it means the exact opposite of what you just said.
He couldn't before because his bandwidth was limited. But their control on it is broken so he has been at very high speeds.

It's not broken anymore but on the 17th and 18th my speeds were consistently way over what is allowed.
