not all puppies. just those little, yappy, white curly ones.
my lovely, large, belgian tervuren never had goobers.

Big dogs have eye goobers too. I've seen them on Golden Retrievers.

my dog has eye goobers and he's about a medium sized dog. i think all dogs get eye goobers, but it is just really noticable on white dogs (like mine) and not on darker colored dogs.
