As far as I know, it's when a song goes from the full band rocking out to a quiet part with just one person playing.

is it just me, or could that one bass part in 'not enough' (more so the live cd version) qualify as a breakdown?

I don't think so, because it's bass. I mean, bassists generally play one note at a time. You can't really play chords on bass. (You can to an extent, but they generally suck). But maybe the guitar to that part??
