Alright, let's say some homeless guy decided to walk around naked. More than likely the cops would toss him in jail for a night or something. He'd get free food and a jail uniform, and then probably some clothes for his release. Then he could walk a couple hours down the road and do the same thing in the next city. He'd get another free outfit. A week later he could walk to the first town, hide his clothes and tell the police they were stolen. that way he'd get a third outfit, and another night off the streets.
Eventually he could hord up enough clothes to give to all the other homeless guys in return for a favour. One night he'd call in that favour from everyone and be like, "hey everyone, lets go raid walmart and steal all their poptarts!"

imagine how many poptarts they would have :drool:

i will remember this, and when i am homeless in a few years, watch the papers for the massive poptart raid!

i like your story
but form a legal standpoint as a repeat offender he wouldnt garner so many freebies and privaledges
plus.. well

but lets say he had no ID or anything, and he kept going to different cities,
they'd have no way of checking out his record.

he'd have to cross state/provincial lines in that case
im not entirely sure but i'd have to take a guess that repeated offenses, even if minor, would be something various police forces would share

yeah, but there's probably a decent amount of naked guys running around. he could pull it off at least three or four times if he's dedicated enough.

kinda depends. if it were nothing serious, and he stuck to really out-of-the-way places that were fairly spaced apart, no connection might be made.

or maybe he has a device to erase the collective police memory.
