I could give you one of the ways people have said to me...but if you want to do it in a tactful manner, then explain to your friend that you care about him very much, but you only care for him as a friend and that's the only kind of relationship you want with him at this moment in time. Then maybe just hang out for a bit or something so things don't get all weird.
