Not all at once, and like Sand said, winter is a long period of time. Toronto's winter is mild compared to other places in Canada. Some parts of the Northern US get worse winters than Toronto. It's funny driving out of Toronto in the winter, because once you get like an hour or two north of the city, the snow gets much, much worse.
I had some guys from Toronto come into my store to buy winter work boots, because they were on a contract working in Sask., and of course, it was cold here.
They could NOT believe that we had work boots rated to -100. I spent quite a bit of time explaining to them how winter in Saskatchewan works (windchill! woo), how much snow we get, and how much time they would spend standing outside in the frigid weather. They were still in awe. Then some construction worker dude wandered past wearing a pair, and simply told them "You'll need them", and then they converted.
I love showing people the giant -100 work boots for the first time. You can tell immediately whether or not they're from the prairies, or somewhere else equally ridiculously cold.

thats some sweet typing on my part... i think i typed 1 sentence while thinking of wording it another way and somehow combined the two (anything warmer than -10 + anything -10 and warmer = anything warmer and -10)
anyways i digress...
i agree.. -10 is balmy... then again -10 in the halifax was still "just a hoodie if that while playing street hockey" weather for me
