if one learns how to use the language in a practical manner rather than the formal verb conjugation, etc of the language
Except that verb conjugation is a practical use of the language. If they only taught conversation it would be an incomplete knowledge of how to speak because you wouldnt know how to conjugate the verbs you want to use, hell you might not even know the verbs.

But what sand's trying to say is for courses like Core french or french class for non-immersion students, a lot of them aren't taught to use or speak the language in a practical manner, only to conjugate verbs and other formations of the french language which would be boring for any language and wouldn't help you use the language in a day to day situation, written or spoken.

Well, I'm not in french immersion and my french curriculum is equal, writing(which has grammar/verbs included), speaking and reading. We have to have spontaneous conversations infront of the teacher, for marks. Maybe the french programs at schools are different, an added bonus to mine, is the only french teachers in my school are Francophone, from Quebec. I have never been taught french by a non quebecois teacher.

I've had francophone teachers most of my life except for in grade 11 and 12 when my teacher was from France.
I can't wait until the day schools are over-funded and the military is forced to hold bake sales to buy planes.

i was forced to be in french for 8 years, throughout elementary (grade 2 they started us) and then 9 and 10 in highschool. i've come out of it with nothing.
they don't teach what you need. i know words for the weather, clothes, and food (je suis un pizza!), and how to conjugate....but i would never be able to hold a conversation. i was always just taught words and conjugations, but never how to string them into sentences.
in half a semester of spanish, i'm more fluent in it than i ever was in french. they essentially just need to improve the french program most places, and make it more practical.
