I really don't think it is. If were gonna unite Canada and America, why don't we just put Mexico in there too. Hell while were at it, we can throw South America in. Then we can all be united. er... the "European Union" already exists

But they are all still separate countries. It does not exist in the sense that some of them want it to. (one country)

the thing about two-tiered health care...canadians ARE allowed to go to the states. for the time being, i think that works to some extent, canadians going there.
