Yes, JFK said it. What he didn't know is that a "Berliner" is German for a jelly donut. Which is why all the Germans were laughing at him.
It'd be like saying "Ich bin ein Hamburger" or "Ich bin ein Frankfurter". Even if you actually live in Hamburg or Frankfurt, it's not something you say...
