It's a little more complicated than that. It takes time to get used to using layers, for one thing.

No it isn't, take kindergarten, you learn the alphabet, by grade 5 u know multiplication and division, to read, etc... I thought that's a big leap and a good explanation
and layers are easy to use!

If you know how to use them, yes. But jumping directly from Paint to Photoshop is hard (think of taking a Kindergarten and putting them into a 5th grade class
)
