According to their message board, they've got a license to share tabs. And as long as the tabs are done by ear, it's completely legal. The only illegal thing is to share songs out of official books.

However, the loophole there is that anyone sending the tabs in can claim to have done it by ear, and just happened to get it perfectly right.
