who decides who becomes a mod and why? i don't want to be one, or anything, but i'm curious as to why some people are mods and some aren't.

eh, when need for more mods arose, the existing mods sort of decided amongst ourselves on people who are here frequently, behave, have been around a long time, get along, stuff like that.
