when making and avatar do i just take the picture i want and shrink it in Paint?

how the hell do you shrink a picture in paint? :wtf: i tried to do it but all i could figure out how to do was get the top left corner. i couldnt even figure out how to get a different part of the picture for my avatar except the top left corner.

Um... in paint, you just use the box-shaped selecting tool and select the whole thing, grab a corner, and pull it in.

Not sure exactly how to spell it, but it's pronounced "Fisher". I assume it's spelled that way, but it could be different.
