No. Putting out mats is not conducted during a routine, nor does the time it takes and the accuracy have a possible effect on the outcome. Cheerleaders can still execute a routine on a hard floor. You can't continue to operate a car on flat tires and no gas. Most crews spend several hours a week practicing to service a race car when it stops, and most all of them also follow a regular exercise routine to increase their speeds. Putting down foam mats is part of the event, does not carry its own set of rules, does not have its own spectators, and is an integrated part of cheerleading just like servicing a racecar. So no, putting down mats =/= sport.
