in the first scenario, I don't think much can be said. There's laws. People should follow them. If they don't, they get punished. Simple as that.
I think no matter where you are you get people who get in an uproar over progress (i'm talking about scenario 2 here). In my home town a new city hall is just opening this month. Personally, I think it is a fantastic building as it will improve the downtown core, be a new space for the city library, and help incorporate the old Welland Canal into the downtown landscape. Over the past five years selections of the population are greatly against the building simply because it came out of the txpayers money. Even though this building improves the downtown, people still find reason to complain.
I can't wait until the day schools are over-funded and the military is forced to hold bake sales to buy planes.
