Well, that opens up a big box of possibilities then. The first thing I should warn you about, is that taking a video file that is lower than 720x480 resolution, and increasing the size of it to 720x480 (standard DVD resolution) will pixelate the video. If that doesn't bother you, then no worries.
Can you tell me some more about the file you are wanting to get to DVD? What format is it (.mpg, .flv, .wmv, .mov, etc) and what resolution (when the file is playing, you can usually go to File>Properties to get the info). This will help me recommend some programs.
