Wow, cool idea.
However, the problem with such programs is that when isolated communites recieve technology, they don't know how to use it properly, or fix it when it breaks. Usually it works great for a couple years, then when things start to break down, no one knows what to do with them anymore and they become redundant.
That's something that this program will have to look at and try to find solutions for. Still sounds pretty cool though.
